The OS 9 drivers can only be installed at the time you format the hard drive. They cannot be installed after the drive is formatted. However, as I recall Panther's Disk Utility automatically installed the drivers when you formatted the drive. The drivers may already be installed. If you have OS 9 installed, then try booting into it. If you can, then the drivers are already installed.
The drivers are not needed if all you want to do is copy files onto the drive. They are needed only if you need to boot into OS 9 from that drive.
By default, your Mac starts up from its built-in hard disk, but a startup disk can be any storage device that contains an operating system compatible with your Mac.
